Biographical Sketch: Dave Musser works with Federal Student Aid’s Policy Liaison and Implementation (PLI), where he serves as an agency expert on aid programs under Title IV of the Higher Education Act. His areas of expertise within PLI include distance education, competency-based education, Return of Title IV funds, and program/institutional eligibility. Dave has worked in financial aid for more than 10 years, first as an Assistant Director of Financial Aid at Northwestern University, before joining the Department in 2010 as a program reviewer in the Chicago regional office. He joined PLI in 2013 and currently works at the Department’s Washington, DC offices.
