As a “performance-based organization” (PBO), FSA exists on the premise that government agencies can be results-driven, given additional flexibility often found in the private sector, and deliver consistently outstanding service to stakeholders. But in recent years the financial aid community and others have complained that this model is consistently coming up short. NASFAA has benchmarked FSA against other federal PBOs and put forward recommendations to improve the partnership and oversight of FSA.
