Schoolhouse Rock's iconic "I'm Just a Bill" video only had it partially right. It didn't cover authorization vs. appropriation legislation, regulatory vs. statutory guidance, mandatory vs. discretionary spending, or negotiated rulemaking. In financial aid, how does a bill really become a law? And how do we implement it once it gets signed? How do we help bills cross the finish line and, just as importantly, what happens once they do?
